Invitation to Bid for

Drugs and Medicines for Consignment

[DdOPH-Montevista]

1. The Provincial Government of Davao de Oro, through the Davao de Oro Provincial Hospital Drug Consignment System (DDOPH-DCS), pursuant to Provincial Ordinance No. 58-2019, is inviting interested suppliers/ dealers/ distributors /manufacturers who intend to become a Consignor of Drugs and Medicines as required by DdOPH-Montevista for a duration of one (1) year reckoned from the signing of the Contract Agreement with Consignment Request No. 24-0807 under Bid Number B-24-0049.

1. Delivery of the Goods is required by 50 items and below= Ten (10) days; 51 items to 100 items= Fifteen (15) days; 101 items up= Twenty (20) days. Bidders should have completed, within two (2) yearsfrom the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders).

1. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184.

 

1. Bidding is open to all interested bidders, whether local or foreign, subject to the conditions for eligibility provided in the 2016 revised IRR of RA No. 9184.

1. Prospective Bidders may obtain further information from Bids and Awards Committee (BAC) Secretariat Office, 3^rd Floor, Right Wing, Provincial Capitol Building, Cabidianan, Nabunturan, Davao de Oro Province and inspect the Bidding Documents at the address given below during Mondays to Fridays (8:00 a.m. to 5:00 p.m.).

1. The Provincial Government of Davao de Oro will hold a Pre-Consignment Conference^[1] on March 19, 2024, 1:00 p.m.at 3^rd Floor, Bids and Awards Conference Room, Provincial Capitol, Cabidianan, Nabunturan, Davao de Oro Province, which shall be open to prospective bidders.

1. Consignment Offers must be duly received by the BAC Secretariat through manual submission at the office address indicated below on or before April 2, 2024 until 8:00 a.m. Late bids shall not be accepted.

1. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 14.

1. Opening of Consignment Offers shall be on April 2, 2024, 9:00 a.m. at 3^rd Floor, Bids and Awards Conference Room, Provincial Capitol, Cabidianan, Nabunturan, Davao de Oro Province. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity.

1. The Provincial Government of Davao de Oro reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised IRR of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders.
